Tail Peel At Through Station

A station forks to its section's exit port and to a dead-end tail that sinks into an off-track output file. The exit continuation owns the trunk row and the tail (relay station and file) peels one lane below, so the through-route to the exit runs clear rather than flat through the tail's own marker (issue #2001).
